  • Are subsidies available to all businesses regardless of industry?;

    The majority of subsidies relate to agriculture, livestock, fisheries, processing / production, tourism, road transport, wholesale and selected service sectors within the following thematic areas:

     

    • Agri-Food / Food Industry
    • Supply chain
    • Energy
    • Environment
    • Information and Communication Technologies (ICT)
    • Tourism
    • Health
    • Materials – Constructions
    • Cultural – Creative Industry

     

    Typically, retailers, catering, selected service providers and the liberal professions are out of subsidies.

  • Which businesses can submit a funding proposal to a subsidized program?

    Each program relates to specific and defined business activities as defined in the table with the Activity-ID Activity Numbers listed in the notice and activity guide. There are also other conditions of participation such as years of operation of the company, size, existence of a valid operating license, viability, solvency, location of the investment, etc. Covering all the conditions for participation is mandatory and documented by submitting similar supporting documents.
  • Can a company under construction be subsidized?

    Yes, this may be provided for in the program notice.
  • Are program notices made at regular intervals?

    No, to date, notices are not repeated at predetermined and regular intervals. The notice period is decided by the Ministries that manage the NSRF Operational Programs 2014-2020.
  • Is it necessary for the prospective investor to have his own money?

    It depends on the conditions for participating in each program. There are subsidized programs where the investor has to prove that he has the necessary money (at least 25% of the investment budget with bank deposits, shares, bonds, etc.) and there are other programs where no proof is required.
  • Are program notices made at regular intervals?

    Funding applications are usually submitted electronically to an appropriately configured information system and then a paper file is submitted with supporting documentation and documentation and supplier bids for the implementation of the investment.
  • How are the applications to be funded selected?

    The applications to be funded by each program are selected according to the evaluation system mentioned in the Guide to the Call for Proposals setting out the evaluation criteria and the rating method.

     

    Grading criteria are usually divided into two major groups:

     

    (a) business-related matters such as past years’ financial data, existence of quality systems, educational level of staff, participation in training programs, etc .;

     

    (b) those relating to the effects of investment such as energy saving, innovation, reduction of production costs, increase in employment, extroversion,

     

    All criteria to be acceptable must be documented with the necessary supporting documents. The rating system is known from scratch. The evaluation and evaluation of the proposals is carried out by a qualified panel of evaluators selected after an open call for participation, either electronically or at the premises of the bidders.

  • What categories of expenditure are subsidized:

    The categories of subsidized expenditure are different per program. They are divided into three groups:

     

    (a) expenditure on fixed assets such as erection, extension or modernization of buildings, landscaping, procurement of machinery, ancillary equipment, electronic equipment, software, means of transport within the unit, office equipment,

     

    (b) intangible costs such as drafting, monitoring and investment management,

    development and certification of quality systems, product certification, participation in exhibition, promotion and promotion,

     

    (c) operating costs such as rents, business insurances, public utility costs, accounting, legal and advisory fees, training of employees and employers, employee wages and salaries, etc.

     

    Each subsidized program precisely determines the subsidized categories of expenditure and their maximum subsidized rates and amounts in the budget.

  • Is VAT subsidized?

    VAT is NOT supported in any case except in special and individual cases where this activity is not recovered (not offset).
  • Can a prepayment be received?

    It is possible to obtain an advance from the investor by submitting an equivalent guarantee letter which is released upon completion of the investment.
  • How is the grant received?

    The subsidy (other than the advance) is received in two or one installments, after all the investment cost statements (including VAT) have been paid in full and the relevant disbursement request has been made. The disbursement request includes copies of documents and proof of payment, evidence (deliverables) proving the realization of expenses, accounting records, evidence of achievement of objectives (if any), evidence of the implementation of costs that gave a mark, etc. Usually the examination of interim disbursement requests is not made an on-the-spot verification of implementation at the place of the investment and becomes mandatory in the final disbursement request.
  • How fast is the grant disbursed from the day of the application for the disbursement?

    The timing of receipt of the grant depends on many factors such as the completeness of the necessary supporting documents for the disbursement request, the time to respond to the demand for additional supporting documents, the availability of funds available for payment by the promoter, etc. An average grant period is 2 -4 months from the date of submission of the disbursement request.
